Have a memory card that has a saved game from Burnout 1 (or on the hard drive), where free mode is unlocked. Start BO2 and load that game.
Cheat mode
Having a cheat unlock unlocks the Cheat Mode menu inside the options. Winning races will not be counted with cheats on.

Achieve gold medals in every race and win everything in the first championship to gain access to the Custom Series Championship.
